Lake Martha Lake Association

Meeting Minutes

Monday, July 14, 2003

The meeting was called to order at 7:10pm at the home of Frank & Sara Forsberg – 7688 5th Street SE.  There were 15 people representing 12 member households in attendance. 

The minutes from the June 9th meeting were accepted as written.

Bill Tregaskis read the Thank You letter in regards to the lawn restoration this Spring that he had wrote on behalf of the Association.  Joy Morris said that the person to send it to was Brian Oakley.

Joy Morris reported that to date 17 member households have paid.  Sara Forsberg mentioned that many people pay at the annual picnic.  Kevin Potter added that the picnic is the only meeting some people attend.  Joy also reported that the checking and savings accounts have a total of $1,789.40. 

Mike Rydberg gave Joy a list of those households that participated in the weed treatment program, of which she will be sure to collect the 2003 dues from.  Even though the weed treatment program was decided upon during the 2002 season, it was determined not to collect the 2002 Association dues from those that participated, yet didn’t pay dues in 2002.

Sara Forsberg stated that the Hospitality Committee welcomes new residents with homemade cookies & an invitation to the Association meetings.  Sandy motioned to have a welcome package that includes cookies, the Lake Martha Directory (when it is finalized & produced), & one free year of Association dues.  The motion was passed unanimously. It was determined that the neighbors of new residents need to be responsible to notify the Officer Board of the new residents.  Bill Tregaskis threw out the idea of membership cards.  Steve Hancock asked if anything was done for those residents that are moving.  Dan Frump suggested that they be recognized at the annual picnic.  Steve said that at least a card should be sent. 

Dave Tabbut stated that the Brunn’s property is sold pending a pert test.  Sandy Frump said that the overflow into Lake Charlotte currently is a channel.

The Lake Martha Annual Picnic is scheduled for August 16th, with the 23rd as an alternate due to weather.  It will be held on the lawns of John & Theresa Witstine & Jim & Angela Miller on 9th Street – same as last year.  Kevin Potter said that two years ago the Association determined that all alumnae should be invited to the picnic.  The Association agreed to continue that this year.  The Picnic Committee will send an e-mail to all residents for contacts.

Bill said that Bruce was out-of-town, so the Cutter Boat Update will be carried over to the next meeting.  Dan Frump suggested that the cutter boats should be put up for bid.  Steve Hancock asked if the manufacturer would be interested in the boats.

Kevin Potter reported that we probably have signatures on the Halsey road-paving petition, but the Township Board didn’t like the format of the petitions.  He said that 9th Street needs a separate petition from Halsey because it has a separate outlet.  Signatures from 50% of the residents on Halsey, plus signatures on the collector streets – such as 6th, 7th & 8th – are needed for the road to be paved.  The collector streets will not be paved, but they will be charged a portion of the cost.  Even if passed, the paving of Halsey would not be started until Farmington is finished.  Brad Miller asked if there was a road that divided the cities.  Theresa Witstine said that Division is the street that is to divide Rockford & St. Michael.  Al Miller said that Rockford is all gravel.  Dan Frump added that anything with an “I” (like “improvement”) Rockford does not like.  Kevin mentioned that it may be a DNR issue to tar 9th Street because of the public access.  Dave Tabbut said that the DNR would never do so with its present budget.

Angela Miller presented all of the information gathered in her lawn care research from Chemlawn, Green Stuff, Green Side Up, & Len’s Lawn Care.  Her recommendation for the group discount was Green Side Up.  Sandy Frump motioned to use Green Side Up & to include Lake Charlotte in the discount, since they already service a few lawns on Lake Charlotte.  Kevin Potter seconded the motion.  Angela will speak with the company again & send out an e-mail with more details.

Dave Tabbut stated that Derek G. at the Wright/Hennepin Link spoke to the management who said that the DSL line won’t happen now, yet it may be possible in the future.  A $60,000.00 box would have to be installed, plus access/lines may have to be purchased from Quest.  They do VDSL, which will cover homes within 3,600 square feet from the equipment.  Kevin Potter has asked Quest, who owns the phone lines, & they won’t do it.  Sandy Frump asked if Dish users can get it.  Mike Rydberg said that Direct TV 2-way is possible.  Dave said that if anyone is interested to call & pressure Wright/Hennepin.

Mike Rydberg suggests that next year a second weed treatment be completed for algae at $.80 per square foot.  He proposed that he would apply copper sulfate on Friday if the Association would pay for the product – approximately $300.00.  He stated that our permit is good for algae until September & the product costs $67.00 for 50 pounds/5 acres.  Dave Tabbut motioned for the test to be done & asked that Mike find out what the product will do to aluminum.  Sara Forsberg & Brad Miller seconded the motion.  Mike also brought up the fact that there are a number of pollutant sources that come into the Lake.  It was mentioned that Dixon has new cows.  Also, there is a concrete culvert under Miles Olson's farm.  Steve Hancock said that the pollutants come from far beyond Miles Olson’s farm.  Mike suggested some sort of catch basin.  Bill Tregaskis said that the sewer was a good start to eliminate some of the pollutants from entering the Lake. 

Kevin Potter said that he got a garbage quote from Randy’s on June 14th at Lake Charlotte – he’ll compare the deals.  Steve Hancock said, “don’t fix what’s not broke.”  He’s not sure how someone can beat $28.00 for 3 months from Superior.  It was mentioned that Superior was bought by Onyx who owns the transfer station on 37.

Angela Miller asked if Rockford Township does any type of spraying for mosquitoes like Buffalo does.  Sandy & Dan Frump said that the propane foggers work great.  Bill Tregaskis mentioned bat houses.

Mike Rydberg & Sara Forsberg motioned to adjourn the meeting.  Several people seconded.  The meeting adjourned at 8:26pm.
