Meeting Minutes

Friday, September 10, 2004

The meeting was called to order at 7:19pm at the home of Bruce Biederman & Mary Leffler – 686 Halsey Avenue SE.  There were 16 people in attendance representing 11 households.

There was one correction made to the minutes from the August 13, 2004, meeting – per the engineering plan the total cost proposed for the Halsey pavement was $1.035 million, not $1.35 million.  The minutes were accepted noting this correction.

Joy Duenwald presented the treasurer’s report, which stated that as of August 26, 2004, the checking and savings accounts had a total of $1,363.15.  Joy also reported that the number of paid households as of August 13, 2004, was at 38.  Julie Kasa & Paul Johnson asked if all of the picnic attendees paid.  Joy said that there was more money in the envelope than names listed that Bill Tregaskis gave her.

There were good reviews of the picnic and the costs were favored.

Dorothy Brede mentioned that this past year she had a lawn care company – part of Centra Sota - that did one spray application, plus she purchased their product to do three granular applications.  She didn’t have any creeping charlie, crabgrass, or quack grass.  They give a portion of their proceeds to an organization that you designate.  The Clear Water Lake Association did this last year.  The Buffalo Athletic Association did this as well.  The company suggests signing up in the winter or the very early spring.  She will give the information to Bill T. to put in the group discount list that he is working on.

Sue Brallier called in the secchi disk readings to date.  They were August 13th – 6ft, August 20th – 5ft, August 27th – 6.5ft, September 3rd – 6.5ft, and September 10th – 5.5ft.  John Witstine said that Beebee Lake is horrible.  Paul J. said that Buffalo Lake is green – Theresa Witstine said that it always is.  John W. said that Andy Brallier mentioned that he sees lots of green lakes from the air.  Dave Tabbut asked if the DNR could give us a permit to spray a larger amount of the Lake for curly leaf.  Mike Rydberg said that it wouldn’t be necessary – “have you seen any weeds?”.

Dave T. mentioned that the website has pictures from the picnic.  Pictures of all the new residents were taken by the Hospitality Committee – Mary L. said that she will get them to Dave T. to be posted on the website.

Mike R. motioned and Julie K. seconded the removal of Bylaw Article III, Section 6 - Cutting and Rake Boats after a unanimous consent and no discussion since the cutter boats are gone.

Engineers will present the final pavement plan at the Township meeting next week.  The Township Board wants people to come to the meeting and give them feedback and feelings.  It was rumored that there would be a maximum $5,000.00 cost per build-able lot.  The thought of a bike route is favored by many.  The Rockford Township was presented a plan that had Hamilton remaining open.  Wright County was presented a plan that had Hamilton as a cul-de-sac.  County Road 14 is now open all the way to Delano.  Bruce B. proposed to increase the dues.  Mike R. would like justification to do so, as the membership has increased, which has increased the overall funds.  Dave T. said that the fees remaining the same, yet having the special assessments are working great.  Paul J., Julie K., and Brad Miller said to keep the dues the same and to bring it up next year.  Paul J. also stated that the goal four years ago was to increase the Association membership, which has occurred.

Bruce B. brought up the topic of having the boat launch closed – to have it gated.  Paul J. said that it will never get closed.  It is rumored that the DNR might pave it and mark two parking spots.  Mary L. said to set up a Committee to research this topic.  Dorothy B. asked who would be in charge of the maintenance of the paved boat launch.

Bruce B. motioned to adjourn at 8:13pm.  Paul J. seconded.
