Meeting Minutes

Saturday, August 13, 2005

The meeting was called to order at 1:22pm at the home of Lance & Pam Scott – 7282 Ninth Street SE.  There were 18 people in attendance representing 14 households.

Vicky Rydberg just received all of the Treasurer’s documents from Joy Duenwald earlier today.

It was reported that the meeting held in the middle of the Lake had a good turn out and went well.  People in attendance of that meeting had suggested doing it again next year.  Lance Scott suggested having both the June and July meetings on boats next year. 

The minutes were accepted as written.

The Treasurer’s Report created by Joy D. and presented by Vicky R. was accepted.  There was $1,338.18 and $442.24 in the checking and the savings accounts, respectively.  Mike Rydberg needs to be reimbursed $429.00 for the 10 bags of copper sulfate, $55.00 for the new buoy, and $25.00 for a chain and miscellaneous hardware used to secure the buoy.  The picnic costs will also have to be reimbursed.

Sharyl Miller reported the plan of the Hospitality Committee to send flowers to the funeral of Bruce Biederman’s father.  She will also get the “Welcome Baskets” to the people that bought Troy Emerson’s house on Hamilton, the deputy sheriff that bought the Willhite’s house, plus the family in the green house next to the log house on Ninth.  Pam Scott said that Carol Miller owns the house on the hill across the street from her, but no one had any updates regarding that property – whether she will live in it, rent it or sell it.  Lance S. mentioned that Joe and Amie Golcz may be moving due to Joe being transferred to Duluth (they live in the log house).

Paul Johnson said that he has only missed two or three weeks of the secchi disk readings this year.  Last week the reading was at 5 feet.  He still has to do the reading for this week.  John Witstine asked if the readings were always taken at the same spot.  The answer was, “yes, at the buoy.”  John W. was curious if the clarity of the lake would be different in various spots around the lake.  Mike R. reminded Paul J. to e-mail the clarity readings to Dave Tabbut for posting on the website.  Paul J. said that he also had some pictures of the new buoy for the website.

Mike R. applied 250 lbs of copper sulfate last week.  He has enough product to do one more application if needed – he’s thinking Late Fall.  Mike R. mentioned that he hasn’t seen any of the green stringy stuff. 

John W. suggested that a holding pond up on the hill at the corner of Ninth and Halsey be created to prevent more “contaminants” from entering into the lake, since that culvert does not have a filter.  Bob Halagan agreed with that thought.  Mike R. said that the drainage would be a Township issue, not a DNR issue.  Pam S. stated that in the past there have been seminars given on the type of plants that filter and are planted in front of culverts.  Mike R. stated that Miles Olson works for a concrete company and maybe he could have a holding pond or dam constructed on his property by the horses and that culvert.

Frank Summers had called Karen McDougal of the Rockford Township Board who said that the Board’s understanding was that no one on Ninth Street wanted it to be paved.  Thus, he went to all of the residents on Ninth Street SE with two surveys – 16 owners of the 18 houses on that street were home and signed.  The first survey stated that if only Halsey was paved, then the Ninth Street residents definitely do not want to be assessed any part of that fee.  The second survey stated that the residents of Ninth Street would be interested in paving that street at a fee of $5,000.00 per household.  There were 14 people that signed to have it paved.  Frank S. said that there were five representatives that presented those surveys to the Township Board and they were all under the impression that each household on Ninth Street will be charged $2,500.00 for the pavement of Halsey only.  Mike R. stated that the Statute 429 says that the cost of an improvement with benefits could be split among all that benefit – no matter the degree of benefit - but that decision would be entirely up to the Township Board. 

There were 360 acres of Rockford Township that was recently annexed by Hanover.  Per Mike R., Lake Martha is in Phase Three of the Hanover annexation plan, which is 15 years away.  John W. said that being annexed into one of the surrounding cities is inevitable, but asked if we, the residents, have the ability to determine which city will do so.  Frank S. mentioned that Lake Martha could Incorporate and then have that control.  Bruce B. was in favor of that suggestion.

Pam S. suggested that the rocks by Tabbut’s be marked.  Jeanni Tregaskis said that she has an anchor.  Sue Brallier said that she has an old buoy.  Nancy Halagan and others said to just do it.  Bob H. asked what color is the official rock buoy.  Nancy H. answered that a triangle is the official symbol for rocks.

Craig Kasa said that DSL is here from Quest and he is having it installed on the 23rd.

Mike R. motioned to adjourn to the picnic at 2:03 pm.  Bob H. seconded.
