Meeting Minutes

June 24, 2012

 

Jim called the June meeting to order at 7:45.

Minutes from the May meeting were approved.

Treasurer’s report was given and approved.  Checking $744.44 and savings $3,161.78.

Secchi disc on June 18th was 8 feet.

Meeting for July 15th will be on the lake at 7:00pm. We will watch for people on docks looking for a ride out for the meeting.

The Annual Picnic is on August 18th at Kuglers/Jackson/Skaftes. 

The September 16th meeting will be held at Bob and Nancy Halagan’s home.

Jim reported on the picnic survey.  He received 9 replies.  3 families replied they could not attend, 6 replied they would be attending, 13 people confirmed attending.  Angela will do the invite to Lake Charlotte residents.

Julie Kasa was not at the meeting, so the report on the phone list and info for catering the picnic is tabled till the July meeting.

Angela questioned the illegally parked cars on 9th street.  The discussion covered what area was designated no parking, the south side of 9th street from Halsey to Mark Mullins driveway.  The police could be called and vehicle ticketed.  We will watch and see if this issue becomes a problem this summer.

Nancy asked about the no wake zone in the May minutes.  Do we establish a no wake zone or does the DNR?  We need to research this no one was sure.  We asked that ski and tubing was done away from the shore and go slow along the shore with the high water.

The 4th of July boat parade will be at 2:00.

Jim addressed the can trailer.  Brad volunteered the trailer. Brad, Bruce, Paul and Jim would get together and crush the cans, clean out the garbage, bag up the cans then haul them to Minneapolis, for the best price for the cans. Paul said this takes about 4 hours plus 2 hours for driving.  This has not been working well lately, scheduling has been a problem.  Jim suggested doing it on smaller scale and taking the cans to Buffalo.   Paul said we would get less money.  Jim suggested a point person to set a schedule.  The issue did not have a solution at this time.

Theresa gave a report on a Grant Funding meeting with Joe from Soil and Water. Tom Larson from Lake Charlotte, Jim Miller, Gary Jackson, John and Theresa Witstine were at the meeting

Wright Soil and Water in coordination with University of Minnesota applied for and received a grant to fund a filtration system to address the run-off water coming into Lake Martha from drain tile on Lyle’s farm.   The project has a 25’X50’ footprint, containing a sand and iron mix.  This is a pilot project studying farm run-off; there are currently 3 projects like this in Minnesota for storm run-off.  This is the first one for farm run-off. This filtration system has an estimated 30 year life span.

Joe reported his results of phosphorus monitoring at the base of the field drain tile.  Based on sampling he estimated the out-put was 3 to 4 pounds of phosphorus a year.  1 pound of phosphorus can generate 500 to 600 pounds of green algae.  He talked about how it flows into the lake; aquatic weeds grow using it, but release the phosphorus back into the water when they die.

The project will be maintained and studied by the U of M and Wright soil and Water. They will use a water sensitive herbicide for weed control.  No one will be allowed to walk on the filter field to prevent damage to the filter. Lyle is on board with the project as long as there is no cost to him.  Joe cautioned we will not see a substantial change in the lake.

The Grant received will pay 75% of the cost (state funding), the remaining 25% needs to be paid locally. No State funding can be used to cover the 25%. The estimated cost of the project is $34,000, leaving the residents of Lakes Charlotte, and Martha to cover an estimated $8500.  We discussed going to the city of St. Michael and Rockford Township for help with funding.  Another option is to divert some of the can sales money to fund this project.  Tom Larson commented it would cost about $75 a lake shore household.      

The discussion then went to when Oliver Bryant dredged the inlet mainly to sell lots. There was a time when people skied there.  We talked about vegetation filtering the water.  How much duck weed was blowing out of the inlet, was it is a weed or algae, good or bad?
